GOOGLE, "7.62 X 39 AMMO" bunch of suppliers will show up. Stay away from the ones with, "remanufactured" ammo, and high shipping costs though.

A good source for an answer to that question is on the web site:

While it doesn't canvas ALL vendors, it does cover many. For example, today it is showing Cheaper Than Dirt having them for $0.18 per round.

This is going to vary from day to day.

If you don't mind cleaning up after corrosive ammo, the brass case Yugoslavian surplus stuff is still available for under $0.20 per round (with some even on strippers!), and its probably more accurate than all of the steel case stuff.

You're probably going to have a hard time beating this, and you could probably defray your costs a bit more by selling off the strippers if you don't want them:
