I love 16ga. Check out 16ga.com for family of friends and info. Walmart sells 28ga shells believe it or not. Check that it is a 16ga on a true 16 frame, ie light and lively. A 16 on a 12ga frame is a step backwards. I like the 28/16 combination idea.

Remove the fore-end, turn gun upside down above a padded protected surface and move and hold the break action lever over. As such, check for action tightness, lateral barrel play. Should be tight. Next hold the barrels at the action block, free from the action and tap the barrels at the muzzle ends, you should hear a nice ring indicating both barrels are soldered/joined secure. Take a few 16 and 28 hulls along, primed only, to test striker indentations trigger pull and extraction. Check the rib out carefully for any sections that have broken solder/weld.
Pay attention to the length of pull to the front trigger is correct for you, as well as drop of comb and cast, many a fine gun has been bought then resold because it just does not fit the new owner.
Having a 28 insert, I suspect the gun may have seen a good bit of competition shooting, maybe not it could be used as only a hunter. A hunter o/u will show more surface wear while a competition o/u will show more internal and barrel wear.
    Good luck...sounds fun.

jaegermister, Thanks for all the nicely detailed advice. I will do just what you advised. It all makes good sence. I hope it all works out and will be tons of fun. I've used O/U 12's for years and have injoyed them a bunch. I am looking so forward to shouldering a 16Ga.. I feel like a kid waiting to pick up a new toy.[:p]

    Thanks Again
    Ric

Ok but don't get too fired up. Zoli is not Rizzini. Zoli has and does make really high end guns like Rizzini, but Zoli also made some lower end guns. One such o/u was sold thru JC Penney about half the price of Charles Daly field grade. If the owner went thru the expense of two full length 28 inserts then I would bet it is high grade Zoli.
Anyway try to get a 16ga purposely built on a lighter than 12ga frame or you miss out on the whole exercise. A 16ga can throw a 1 1/8oz or less right along side a 12, with less gun mass and a less barrel per choke with a square shot payload. The Germans did not make most of their hunting shotguns in 16ga without a reason.
If you buy, join 16ga.com, look for you there.

You have a deal. "16ga.com" looks like a very interesting site. I think it would be a great place to go to follow and find the latest information.
