Pressures, plastic wad versus cand/fiber

If I load a specified hull with specified amount of powder and specified plastic wad and specified shot wt. and I use the same hull, powder charge and shot wt. but use card and fiber wadding is the pressure about the same or higher with one or the other?

  All other things being equal, the shells loaded with plastic wads will run higher preasures. Plastic wads are far more efficient at sealing the bore.
