NYS AR15 home build

I need some help if you can. I am planning my own AR platform build but being NYS it makes it more difficult making it compliant. Any help from NYS FFL guys/girls or anyone else as to what is required to make it compliant.

I am planning a standard lower, 18" upper, flash suppressor (not suppresor for silence), Quad rail for optics, flat top for the upper, Daniel defense rear site, ghost ring, standard post for front site, and a collapsing stock. Thanks for input.

    You cant legally build what you want from a new lower. I am not sure on all the rules but I believe if you build it on a Pre 1994 receiver you can build what you want.

    With a post '94 lower you can not have a flash hider, bayonet lug, or a collapsing stock.

    You have to buy yourself a pre-ban lower reciever. Read this as a lower that was manufactured before May of 1994. There are plenty on the auction side, and you can find some pretty minty ones.
