shipping ffl to c&r in California Mark C

as a ffl can i ship c&r firearms to a c&r license in ca. without a verification number from cadoj?i believe, from what i read on cadoj website, that every gun from ffl to ffl needs a number.

  Yes, you can ship to a Calif 03 C&R FFL without the DOJ approval. The rule only applies when shipping to 01 type FFLs. C&R "handguns", however, must be shipped to an 01 FFL.

  In addition to the above, to be afforded dealerless transfer (delivery by mail direct to Type 03 FFL) of a C & R long gun, it must also be greater than 50 years old. This has nothing to do with C & R status, in CA a 30 year old C & R long gun is still a C & R. However a Type 03 FFL in CA may directly receive delivery of only C & R eligible long guns that are greater than 50 years old.
  
  A 1960 Savage Model 99 can go direct to a Type 03 collector, a 1962 Savage Model 99 must go through a Type 01 FFL. If the CA Type 03 FFL also has a CA issued COE (Certificate of Eligibility) he can pick up the C & R firearm, to include a C & R eligible handgun, without the 10 day wait.
