Are you sure ? Maybe it's just the photo, but it looks a little odd to me.

    Yes, I am sure.
When putting a liner in a barrel for a rim fire, it needs a few .000 clearance for the material to flow into the space between the barrel and the liner or it don't work as planned, and you can see the joint..
No one in their right mind would install a liner in a barrel for a high intensity cartridge like the 25/06 Remington when a new barrel would be a better option..
It has never been worked on anywhere for any reason, so no one has a clue how that mark got there.
The owner said it has been like that since he bought it new...
Remington swears up and down it didnt leave the factory that way............[:)]

It was definately some sort of crude insert however long it was, as there is no rifling visible in it like there is in the lower picture of the barrel. From the way both photos fill up the frame they should be close to the same scale and holding a small rule for reference up to the monitor the hole in the suspect liner of the top photo is obviously larger.

I'm guessing the 1st guy sneezed a bit during the crowning process ....[;)]

My .02 cents, it looks as tho the cutter chipped and drug the chip for a while until ejected.
