Look into Stag if you want to stay with a name brand. If you don't mind having a quality lower with a less known name, look at EssentialArms.com. I have two of there lowers and they are very good quality. You can get them for $88 from their website as long as you have your FFL send them a copy of his license.

Any AR15 lower will handle 223 and or 5.56.Shop around.

Any AR-15 lower will work, with any ammo that will fit thru the magazine well. another good AR-15 lower is Spikes Tactical. They do have nice stuff.

I've used CMMG, Stag, Essential Arms and Aero Precision with no troubles.

I've heard to stay away from Hesse, Vulcan and Blackthorne.

BTW - 5.56 or .223 has to do with the chamber in the barrel more than the receiver. I've seen lower receivers made out of plywood as there isn't a lot of stress there (not that I suggest or recommend a lower from plywood).

Also, some receivers are marked "MULTI" for the caliber designation, and some people like them better when building up a non 5.56 rifle. Aero Precision is one of them. I think Spike's had one too, but I don't specifically rememeber.
