Spent case with new gun.

Why do Ruger handguns come with a fired cartridge case, in an envelope, in the gun case? [?]

    Some states, like New York, require the dealer to send it to the State Police. Another stupid law.

    Maryland still requires it; California rescinded the law. Don't know if Massachusetts requires it.

    It is based on the science of "ballistic fingerprinting", which has the same reliable certainty as the Ouija board & Tarot cards. No crime has ever been solved by this system. Maryland currently spends $2,000,000 per year collecting & maintain fired cases & data.

    On the plus side, the owner of the company that sells the equipment has done quite well, thank you.

    EDIT: Babun brings up a good point. However, those states that require the case make sure that the case is in a sealed envelope with some kind of certification on the envelope, & the dealer (not the customer) sends it to the police. CA's DOJ did a study on a group of about 50 police guns, same model & same ammo, & were only able to match the fired case to the gun about 50% of the time. Different types of ammo & gun, wear, or polishing the breech face would further reduce that outcome. Adding insult to injury, revolvers are also included by this requirement, even though few perps empty their revolver & reload at the scene of the crime.

    A plus side for the selling entity,(maunfacturer or importer), have observed a fired case shipped along with the firearm, sometimes with a post-trial test target, for the buyer's benefit to inspect. This practice has been in use long before nanny-laws came into effect for usage as a finger print.

    It is especially helpful for surplus arms been purchased to visually ascertain any signs the spent case may show of head-space, chambering, etc, problems with that particular firearm.

    Actually, we need them for NEW handguns here in NY. Used handguns, from what I am told, from in state, or out of state, do not apply. Is this correct MFI?

    I would take that shell casing and cycle it thru every gun I had before sending it in.
    Let them figger out that 16 firing pin hits[;)]

    New guns only in NY require the fired casing. NY has spent around 50 million on this since 2001 and have not solved any crimes. There are only 6 places in the entire state of NY to take a gun to and have it test fired by the NYS Police.

    I never understood why they would put a spent a case in there and not the bullet that had been fired as well.
