I have a Savage Tactic Mod 110 in 25-06 that i recived in a trade. The safety will not switch to on unless the bolt handle is raised, It will switch off with handle down, Is this correct or is there something wrong?

  The savage rifles have a three position safety. Fully engaged, locks everything. Second position, won't fire but you can cycle rounds out of the magazine to chamber and out. Third position, everything works and rifle will fire with safety in this, (off), position. Anything else sounds like a problem.

  If this is only happening AFTER the trigger is pulled then it's normal. The safety won't move until bolt is lifted after the gun is fired.
  
  If you cycle the bolt WITHOUT pulling the trigger and the safety won't engage then you have a problem
