remington did make a 20 ga. on the #1 action, probably for the 2 1/2" shell

Whoa. First off, what are you basing this on? Is it a shotgun for sure, or do you just know it is "2 1/2 inches?" Some rolling blocks are chambered in 50/90, also known as the .50 2 1/2.

Second, no one can tell you what gauge or caliber it is in. It should be marked on the gun. If not, a chamber cast with cerrosafe is in order.

Finally, this is a good idea because it will tell you chamber length. Remember, a 2 3/4" shell measures 2 1/2" before firing- you need room for the crimp to unfold. If indeed a shotgun shell, and if 2 1/2", then yes, paper or brass would be fine.

Any other answer is just plain wrong.
