More then likely it's German. Goppingen is a city in Germany, Harold is probably the name of the gunsmith who made the rifle. The Germans called these light single shot rifles, Stalking Rifles, some are of real high quality. Many came back as souvenirs in GI duffle bags after the war. Some were chambered for odd-ball metric cartridges that aren't commercially available.
We need quality close-up photos of the rifle to help you with positive identification.0 -

Nice looking Stalking rifle. IMHO it's chambered for the hunting/target cartridge known in the US as the 8.15mm X 46mm rimmed.
The rifle is proof dated March 1925. It was proofed for a bullet weighing approximately 150 grains, that was copper jacketed and had .316 diameter bullet.
At one time the ammo was available, or at least the cartridge cases were sold by a US importer/distributor known as the old Western Scrounger.
"Harold" is the last name of the gunsmith who made the rifle.

8.15 X 46R was at one time a VERY often used cartridge in Rifle Target matches. There were even some SNEAK 98 Mausers chambered in this cartridge . For military to shoot in matches. You can make cartridges from 30'30 Brass you have to turn the rim thickness down. 0 -
