why does the limit change?
regarding posts here;
most are locked at 10 responses, but some go 11, 12 or 13.
is there a 15 minute rule, or something equivalent?
can the mods override the 10 post limit?

The limit doesn't change, the point at which the topic gets locked does because we, the Moderators, aren't always reading and watching the threads every minute of every day. Most of us have other outside responsibilities which require us to be away from the forums. We try to keep caught up but occasionally the post count sneaks by us when we aren't watching.
The 10 post limit isn't punishment but a method used to keep the members on topic and not waste time and space with superfluous comments. This is Ask the Experts and those asking for information deserve to have the best answers available, not useless comments.
If you feel that the topic deserves more commentary, open a second version with a similar title and write something such as 'continued' or 'part 2' or such. We've had this operate successfully through several versions when a complex topic comes along or we get a lot of folks with significant information to offer.

In answer to your question, Yes, we can override the post count limit. As a Moderator, we can either unlock the topic, or simply add an additional reply post to a locked topic.0
