An interesting historical tidbit
Here's an interesting educational tidbit. It was the common belief both in the founding of this country and even in 1921, that the reason for 2A, was that the individual states would be able to amass armies to protect their borders. It often gets lost in the weeds that this country was never intended to have a strong central government, and we continually cede far too much power to it, these days. Note that in 1921 this was considered "elementary" education material.
Note also, that in this citation, we do find a source that believes the prefatory clause does some work. It guarantees states the right to have militias. But it doesn't restrict/limit the operative clause in any way - The people have a right to keep and bear arms.
