There is more than enough confusion to go around on the 03 license; both by the holder and 01 (and other) sellers. I've held one for a long time and pretty well know the rules but get frustrated by 01's who won't/don't honor them. If they've ever seen the application they would see it is quite similar to a 4473 and a copy must be filed with the most local law enforcement chief. The ATF makes this more difficult by not having a verified list of eligible 03 licensees.

If type 1's don't accept your C&R, don't do business with them. They are not required to accept it. There are few one of a kind items out there. Search most things and find so many choices, you are looking at price and shipping to seperate them. More rare? Come back tomorrow, or next week.

An AK-47? I don't think there would be any AK variations that qualify as C&R, as in 50 years and older. That's 1974. The first actual AK did not hit the U.S. market until the Steyr/Maadi in the 1980's. Valmet is an AK variant and they may have imported some of those before 1974.

There are some that are older than 50 years old…there are some from the 50's-60's that are pretty common.

Built from parts kits on a new receiver. What is the manufacturer of the C&R AKs you are offering?

    I don’t think a c+r is a work around
