    C & R is for weapons older than 50 years old or weapons considered collector items that have been put on the list that are less than 50 years old. Weapons older than 1898 is considered an antique and no FFL is needed. Some people will not ship to C & R holders so that is why he is asking you if you would ship it to him.

    The legal responsibility for knowing what may or may not be shipped to someone lies on the shipper. The Gunbroker tutorial for sellers covers this in detail.

    The one difficulty with shipping to a C&R licensee is that some state/localities do not permit C&R licensees to receive some firearms. To find out which they are, you need to look it up in ATF P5300.5, downloadable from the ATF website.

    Some folks don't want to ship handguns to C&R licensees because it's inconvenient to ship by UPS or Fedex. USPS will accept handguns only if the sender & recipient are both dealers.

    There is also the factor of various state and municipal laws affecting the Curio & Relic licensee. It's quite confusing in that some of these entities won't allow the 03 C & R to receive certain types of firearms, ( primarily handguns ), even though they are legally licensed by the feds to do so. Maybe this guy was trying to feel you out to see if you were aware of this? All depends on where he lives, some of these liberal, commie type places like CA, NY, and MA, is where you have to be very careful.

    I have held a C&R for many years. I always ask unless the seller states in his auction if he takes one or not. Alot of FFL dealers will not accept a C&R. In their minds in is not a true FFL Lic , many dealers think it takes money away from them as they are not needed for the transfer. Some dealers will not ship handguns that are C&R because they can not ship through the mail and its too much of a hassel to go to fed-x or a UPS hub to ship, I cant disagree with these guys in most cases,who wants to drive 60 miles to ship a gun....
    I also ask because alot of sellers have no idea what a C&R is. I have had to show several gun dealers that what they are offering is on the list or over 50yrs old and can go to a C&R holder. There is alot of confusion about the C&R lic, this can be proven by how many questions that are asked here about them and even more proof by how many wrong answers are given to the question.

    I have a type 03 ffl. There have been instances where a gun is listed and falls under the 03 ffl catagory (Winchester model 12 for instance)and yet the seller refuses to ship to a C&R holder. Sometimes they don't understand the license and sometimes they just think it better to always send to a dealer. In any case, unless specifically stated as C&R qualified in the listing, I always ask the seller before bidding. Once I made the mistake of buying a model 12 from a seller, assuming shipment to me would be no problem. Turns out, he would only ship to a dealer (his choice) and I was stuck having to pay a transfer fee to a local dealer to get a gun that should have been shipped diectly to me.

    Seller's auction, seller's rules -- and sometimes C&R holders find out after bidding that the seller refuses to ship to them. If it is not explictly stated in an auction that a seller will ship a C&R qualifying firearm to me, a C&R holder, I always ask. Some sellers refuse to ship to anyone other than a dealer, and as a bidder I need to know that in advance so I can adjust my bidding accordingly and make plans to deal with my receiving dealer should I win.

    The buyer is doing what we've been telling people in this forum to do for years: Ask ahead of time if the seller will honor his Curio and Relics FFL.
