C&R Rifle parts to California

I am selling an 1894 barrel and frame only, made 1920. Can a C&R holder buy this, or can he only buy a complete original gun?

  In any state (not just CA) a Curio and Relic must be a complete firearm. While not a Curio and Relic, it is still a firearm and must be shipped to an FFL dealer for transfer.
