I would like to know the differences if any, between a match olympic arms lower and a rock river lower. Which is a better piece of work.

Your brother was correct as far as 1984 was concerned, it was still legal to do that. Unfortunately in 1986 the law was changed.
As it stands now it's just another pre ban semi-automatic Colt sporter, with no value to a class 3 dealer.
Nowadays to buy a class 3 firearm like a M 16 or even a converted AR 15, it's thousands of dollars and lots of paperwork, not even considering many States won't even allow you to have it even with the correct federal paper work.0 -

Value is based on condition, which you failed to give us.
HBAR's in 99%-NIB condition will sell in the $800-$1,200 range. Those of us who actually sell guns here on GB never list with a reserve price; we list with a starting price of the absolute lowest price we would be willing to accept, & let the market set the "real" value.

I agree with nmyers.
If you need to sell it then you have to. The market is down across the board right now so now is not the best time if you are looking for top dollar. If you are not in a hurry to sell for some reason I say hang on to it and use it and remember you bro then down the line when the market is better sell if you choose.0 -
