Saber ID, and Value

Can anyone tell me what kind of Saber this is, and what it might be worth. I know it lost a lot of value when someone tried to clean it, but I would still like to know. Thanks for the Help.

  With that cast brass guard it might be a U.S. Civil War Veteran's Sword.
  
  Here is a photo off the net of one with a similar guard.
  
  Never actually used by the military. Privately purchased by the veteran after the war to be worn as a accessory during GAR and similar organizations functions.
