small nmlra hanging metal

Does any here know about a 1" square silver pin/metal you would wear on a uniform/clothes from the NMLRA?

It is the shape of a possible bag with two small eyehooks for attaching to something.
On the back is engraved: 1989
Eastern W.V.

  replica of a BP shooters bag. May be a charm, more likely an award from an NMLRA shooting event especially since it is dated.
