    The method I used on a pressure abused rifle was to drill a 1/4" hole through the bottom of the chamber and weld a short length of steel rod in place. Once assembled the weld is hidden and the action still functions.

    Wiathout close examination it is not possible for me to say conclusively, but my guess on the 8.3 is the proofmark, indiating that the proofload had 8.3 tons of pressure, which is the equivalent of the vicinity or 17,000 psi.

    Have him look closely at the marking again. If there is a number 1 before the 8.3, it could be the bore diameter at the muzzle in millimeters. I believe that 18.3 millimeters would be 10 gauge.

    The double script E is actually EL, the provisional Belgian proof. It should also have the ELG in oval proofmark. The diamond may enclose the gauge number. 8.3 would not be a proofmark.
