If it was made in 1968 and has a octagon barrel, it was probablya "comemerative" of some kind. I have found with most of these, that they have sheet metal elevators and other internal parts.
I have heard several theories about this, but have no facts.
Point being, it's a $300-$350 dollar rifle, if it has a good bore.

As has been pointed out, the Post 63' model 94's, are not what the pre 64' were. Then after 1981, they were not even really Winchester's, only in name, as they were being made by USRAC(US Repeating Arms Company).
That said, unless it is a commemorative, made for Winchester to commemorate a milestone, then is is worth about what it's contemporary counterparts are worth. You are looking at a $300.00-400.00 rifle.

Have seen the Winchester 'Buffalo Bill' Commemorative Model 94 .30-30 rifles go for $300 to $800+ depending on condition, box-manual-accessories if any, features, documented previous 'famous' ownership, etc.
They are nice commemorative rifles and I really like the octagon barrel, case coloring, steel butt-plate, fittings and saddle ring, although brass would be a nice nostalgic touch for these as well imho and of course you cant ever go wrong with a Winchester.

Commemoratives are only worth a premium to knowledgeable collectors, if they were maintained in NIB condition, as when they were sold.
Per the OP's post, with the blue wear and water stain it wouldn't be anything other then a shooter. Even then a beat-up commemorative isn't the easiest thing too sell unless it's cheep.0
