I got an email from a guy in Norway who wants
me to ship (2) Ruger 22/45 mags
to him and I responded no.
Was my gut feeling correct?

  Correct. No. You will need permit from Dept of Commerce/ Dept of State, or have the mags confiscated by customs. Treaties restrict exporting certain firearms related items.
