Federal Cartridge headstamp tooling

I've noticed a change in the formation of the stamping for the lettering, and the flatness of the head. Primarily 9mm.
Does anyone have an idea why they changed? And is the Govt. involved, if Federal is running a GOCO?
Is it a cost cutting measure (I'm sure)and might it affect reloading?
Any Thoughts?

  Could be on newer (or older back-in-use) loading equipment, or possibly a contractor is pounding out the cases using different machinery. I'm sure they're cranking out all they can make for the gub'ment as well as consumers so anything is possible.
