Is this a Balance for Ammunition powder weight?
I can't figure out what this little device is? if you know give me a shout..the cone thing at top sits on a "spike" & wobbles, some kind
of balancer? for dram weights?

I can't tell how large it is but I have something similar in my garage that I use to balance a lawn mower blade after I sharpen it. As far as powder scales go, it might be used to support a small balance beam with weights. 0 -
If you are grinding a new edge on a mower blade you will almost certainly throw it out of balance by taking more off one side than the other. This device lets you see which side to take a bit more off of to get a balanced, better spinning blade. 0 -
