I was considering getting a C&R license, but am concerned that "C & R elegible" really meany that one is elegible to be awakened at 3am by ATF agents to inspect your records. Paranoia or truth?

You can sell to anyone with a C&R license whether or not they are in your state. However, bear in mind that you can not run a business using your C&R license.

My understanding is you can sell to anyone in your State. You can sell to anyone out-of-state but must ship to FFL, if buyer is not licensed. In either case, you have to keep a record in your "bound book".

You can make up your own book with columns for each item of required information. It can be kept in binders you can get from office supply stores. If you want to buy one, you can get item #108-006-000, Firearms Record of Receipt and Disposition, from www.brownells.com. They are just a few dollars and should last you a lifetime.

+1 on the Brownell's bound book. Look for Gunbroker auctions by dealers that will honor you C&R.

We cannot answer your question without knowing your city/county/state. You can only sell a C&R or non-C&R to a nonlicensee in your own state, state & local law permitting.

You can also sell a C&R to a nonlicensed resident of another state if he appears before you at your residence, & such transfer is legal in both states.

Under Federal law, yes. However, some states such as NY and New Jersey do not recognize C&R licenses for handguns. Refer to your ATF CD for state laws. They will send it to you if you haven't received it yet.
