Winchester 1400 MKII bolt hold open?

I have one to put on auction, but I want to describe it correctly.
The bolt does not lock open when operated manually. Is this normal for this model, or is something wrong?

  Got it: not a "manly" enough operation, like limp-wristing a .45 !!!
