Do all C&Rs have to be in their original configuration or just military weapons. The examples ATF gives are military weapons.

  They changed the rules a couple of years ago. It used to be just military firearms, but was extended to all firearms. But, ATF is pretty liberal as far as the alterations permitted, which include refinishing, replacement parts, & adding a scope.
  
  Antiques are different, you can alter them all you want.
