UPS regs on shipping API bullets

Since UPS doesn't seem to know what their own rules are does anyone know what is required when shipping 50 cal API bullets?

It looks to me like you can't ship it by UPS, FedEx, or USPS:

Incendiary bullets will go as HAZMAT, with all the hoops to jump thru, as UPS GROUND. We receive standard blasting caps shipped in that manner. However, you must be certified as a HAZMAT shipper, and if you are not "in the business" of doing that, it is more hassle than most folks want.
