i have a 348-71 Deluxe. i would say solid 90% +
bolt peep, long tang. 1937 mfg.
it has been drilled... what % could i expect in value drop,
based on blue book?

Model 71, like you have described, has lost at least 50% of its value from being drilled and tapped.
As a side note, do not rely on the Blue Book, for anything other than a large ballpark range, and entertainment.

A search of completed auctions for Winchester 71 deluxe lists 103 items. For example a 1942 95% scope drilled no peep but has sling 21 bids $1550. 0 -
The value drop is actually greater than 50% for an early long tang Deluxe Model 71. Unaltered, and in 90% graded condition, your rifle would be worth approximately $4,700. With non-factory holes drilled & tapped in the receiver, $1,600 is a hard stretch.
As mentioned, the Blue Book is not a good source of information for most of the collectable Winchester Models. I will suggest that instead, you use "The RED BOOK of WINCHESTER Values" as a better guide.
