Can 220 Russian be practically formed from 7.62X39?

  Sure. But I'm not sure I'd use the word "practical". You'd end up with a second-rate case for a cartridge that deserves better and for which a lot of good brass is readily available.

  as above, it would involve at least 3 'step' down sizings and neck turning.
