Is this model strictly double action or is the hammer supposed to stand back and allow singile action firing? Thanks in advance for any info.

There is a little "lever" behind the trigger. Trying pushing forward on that lever (you'll need to use something like a small screw-driver or piece of wire) as you cock the hammer (like you were preparing to fire it single action). If the hammer locks back with pressure on the lever, you probably have a spring broken in the trigger mechanism.

The little lever is the sear, and this model has a coil sear spring which seldom breaks, so if the hammer then does cock OK, the sear may just be gunked up.

If the hammer does not cock when sear is held out, then full cock notch on hammer and/or sear tip probably worn or chipped.

Part 24a in the provided diagram is broken off at the top it is a piece of plastic and should be replaced with a original solid piece or buy an after market piece. So many of them break you may have trouble finding a replacement. I don't know if there are any on Gun Broker but I know that there is an after market replacement soild metal one sold on Ebay. This is very easy to replace and bring the revolver back into service.
