Both are by the same person, so it doesn't go up.

Same person bid twice.
Bid $0.01 and then upped bid to cover himself from other higher bids. But since it's the same person, the lower bid Shows.

If someone places a bid and discovers he might not be able to monitor the auciton to the end and suspects that his first bid won't hold up he will place a second higher bid to cover himself.
