I once had a screw broken off in a Win Mdl 1897 shotgun. Took the receiver to a tool & die shop that did EMD (I think) work. The shop drilled out the screw and then electrically removed the remnants of the screw and didn't hurt the threads.
In your case there's the corrosion. Others can chime in on whether EDM would work. While I'm far from being an expert, in the end you may need to drill out hole and re-thread the hole for a larger nipple. I understand why you wouldn't want to though.

I might suggest the OP try oil of wintergreen. Get it at a drug store. Maybe a hippe store also. My brother once had a k frame Smith that had been through a fire. It was badly rusted and siezed. Oil of wintergreen got it moving again. 0
