mosin nagant manufacture date

I was looking at a 91/30 that the guy claimed it was an antique and therefore did not require an FFL for transfer because the date under the receiver tang says "1897" but the barrel shank clearly says "1925". I say that the "1925" date is correct and does require an FFL. Which is correct?

  If the receiver is an antique, the rifle is. I've seen a few Mosins with even later barrels that are antiques.

  Technically the date on the receiver is the manufacture date but I wouldn't want to mess with trying to prove that to anyone in the government.

  The date on the tang is the date of manufacture, all other date stamps on the rifle are re-furb dates. If the date on the tang is pre Jan 1st 1899, it's an Antique.
  The 1925 date is on the barrel shank, not the receiver. Finn M39 "sneak" rifles have late 1960's barrel dates, and pre 1899 tang dates, they are still Antiques.

  Clearly an antique weapon and worth a small premium in price. As others have already said, the receiver is the gun, and the receiver date determines its age.
