Please define the difference between a food plot and bait.
Baiting is illegal in PA. so to me using a food plot is illegal.

    Thanks

Bait would be somthing like loose corn or soybeans placed as bait.
the only difference is you have the right to defend your food plot from deer stealing your corn.

    Varies from state to state.
Baiting is illegal in Il. Food plots not.
Food plots here are crops or plants planted that you can not manipulate for the purpose of luring game.
EG. you can plant a field of clover, turnips, etc. and hunt it.
You can plant a field of wheat, harvest the wheat then hunt over the natural remnants of the farming practice, you are ok.
Sunflowers mowed down for doves is ok.
You can not pour wheat, corn, beans etc. in the field.

If you raise corn to eat that is a cornfield.

If you raise corn or clover to suck in deer so you can "hunt" deer without the effort to actually hut and find them that is a food plot.

Thus you can justify killing the deer for eating what you grew for them to eat.

    What am I missing here?

If you don't want to use a food plot-don't use a food plot.
I plant wheat in my plots and will assure you it provides a needed source of green edibles after all other sources have dried up or frosted off.
