Sir do you know anyone who makes bases for the Hart No 1 plain action? I called Hart and they said Weaver does, Weaver says no. Can you help?

Rock and a hard place. I can't come up with anything off the top of my head but I will try to do a quick search later to see if I can turn anything up.

Usually though when we run into this situation we just make a set or a one-piece. There are blank rails available which can be machined. Better yet you might call Ken Ferrell:

There are two variations listed; 0 MOA and 20 MOA.

MG 1890. The Hart no 1 Plain is 1.400 inches in diameter.
