The last 39A I work over years ago for feeding issues had the separate spacer. I tweaked the cutoff to make it work correctly.

I have an older model 39 and the cut off has spring tennsion and it springs back every time a bullet passes to catch the next so the receiver does not get flooded with shells. I just took a small screw diver and pulled the stop up and it cured this problem and it has been quite a while since I did that. I would get the right screw driver and take stop out of the receivr (soak it in Kroil first) and clean the area behind the cut off and see if you can get it working by putting tension on the stop again. If that does not work buy a new one.
