M1 Garand stock SA/EMcF cartouche

Can anyone tell me about this EMcF cartouche? It looks like it has an EMcF cartouche stamped over another stamp. The stock does have the small Ordnance Wheel on the grip that has been over stamped at rebuild with a circle P and it does have the straight clip, so I believe it was a late EMcF Springfield Armory stock. I just cannot explain the over stamp of the EMcF cartouche.

  Are you sure that the rebuild stamp is not actually over the original cartouche, which would be quite normal during a rebuid? You have the stock in your hands for inspection while I only have a photo but it looks that way to me.
