California DROS - Registration

I was over on Cal Guns tonight and there is a statement that no weapons are registered in California other than assault rifles. I did a search that went to a State web site that stated the same thing. I stoped by Turners and asked the manager about this and he said that all hand guns are registered. On another web site and found an explanation that the hand guns are named and serial numbers are taken down on he DROS but the rifles are not, what is the difference between the hand gun serial number taken down of the DROS and registration, is this the registration of the hand gun? The reason I ask is that people that previously purchased hand guns were asked to register their hand guns to go to work and I want to know if all of the hand guns I own are registered.

    The DOJ maintains that the handgun DROS is not an actual registration because the purchaser did not notify the DOJ where the firearms are kept, was not fingerprinted and does not have to notify the DOJ if their address changes. All of these are required for assault weapons registrations (or other so called "Dangerous Weapons"). Otherwise it is six of one, half dozen of the other, but the DROS does not fit the defination of firearms registration as defined by DOJ regs.

    So the DROS is a permanent record of person who purchased the hand gun kept on file until there is another DROS that transfer ownership of the hand gun?

    Correct.

    If you transfer your handgun to me (a CA firearms dealer) I will fill out a special form and submit it to the DOJ stating that the handgun in question is no longer in your possession. Since a firearms transfer inside this state must be made through a CA firearms dealer the form is filled out more or less automatically. Before you ask about a private sale made to an FFL out of state; I have no clue.

    Thanks! Its amazing that the people in California went along with permanent form of records of gun ownership as far back as 1923!

    S. Carolina registered handguns for years...Until a couple of years ago...Rumor has it they got sued...Registration was not legal???
    Maybe someone else knows all the details???
