If you possess a CCW you could wear it underneath other clothing, otherwise you would have to follow the State of Wisconsin's laws for open carry.....all of them 0 -
Legally speaking, the gun itself is like any other small .22 revolver. It just happens that the "holster" for this gun is shaped like a belt buckle.
In other words, its not a "belt buckle gun" in the Federal "any other weapon" sense of gun DISGUISED to look like something that is not a gun (like a wallet, cane, or in this case, a belt buckle). AOWs like this require Federal paperwork to own and may be specifically banned by State or local law in some jurisdictions.
In contrast, so far as I know there is no law against owning the buckle if you own the gun.
As already mentioned, how you CARRY this thing is what's potentially problematic.
If you keep it entirely covered, its classic concealed carry, same as in any other holster. If (and only if) you're allowed to do that, it should be OK to carry that way. You do have to make sure the gun STAYS covered, which may be an issue depending on how you're dressed.
On the belt without a cover is open carry, and again, unless that's legal where you are, its problematic. Its possible that someone observing might decide that open carry of a gun this way (ie disguised) on a belt buckle isn't truly "open", and I wouldn't want to be in a position to try and defend that in a court of law.
As a matter of practice, I think carrying a gun this way is unwise anyway. For something like this, a pocket holster is probably a better idea.0 -

I'm NOT trying to be a smartass, but I don't think it's a good idea to guess on anything related to guns. As charleymeyer007 advised, I would recommend you contact the WI Attorney General and get something in writing. Just my opinion and worth everything you paid for it.[:)]

they are perfectly legal to use in Wisconsin. friend of mine wears one daily, exsposed. were both from Wisconsin. he has even had a few cops he said ask what the hell is that thing? said most people just ask if it really is a gun. they think it is a decoration. wisconsin has open carry and concealed carry. I regularly open carry. never ever been hassled.
the only time you will get into trouble, is if the holster was made so that you can shoot the gun while in the holster. that is a federal offense, and the holster needs to be registered.0
