  Although Oberwart Austria is just a small village/town, there are a number of on-line references on GOOGLE.
  
  See if you can contact someone at the local library/city hall/hotels, etc? Who understands English. Ask their help in researching Mayer.
  
  Since the proof date on the rifle is in the 60's. Someone in Oberwart might still have knowledge about him?

  A real shot in the dark, but I know that there is a Alois Mayer that
  is an artist who works in bronze and metal Figurines. Known for his detailed works. Perhaps he is the engraver, not the maker of the gun.
