C&R versus FFL or straight sale

I'm looking to unload a M78 Swiss Vetterli action only. When looking at open auctions for this gun they vary as to FFL needed to not needed, majority not needed. Advise please??

  I'm not familiar with your rifle, but when was it made? If made on or before December 31, 1898, it's an antique and no ffl needed per FEDERAL law. If made after that date, and the ACTION ONLY, then it will require a ffl (no c&r for action only).

  The 1878 Vetterli was manufacturered until 1881, so your receiver is good-to-go as an antique. (I would still insist on a copy of the buyer's drivers license.)
  
  Only complete & original firearms can be C&R's.
