Cali non FFL ship to out of state FFL directly

Can a California non FFL ship a handgun or long gun direct to me as an out of state FFL without going thru a Cal dealer?

  Yes, there is nothing in CA law that requires a firearm be shipped out of the state by an FFL holder. The typical hangup is that the receiving dealer won't accept a firearm shipped from an unlicensed person but you seem willing and eager!
