You have to be in compliance with the 922r regs.
At this link is a cheat sheet from Cabellas, that help you determine if you got enough legal parts to make the feds happy.

I was told that the SLR 95 is all Bulgarian it has a thumb hole stock. and it needed only 5 parts for stock conversation . sporting rifle 0 -
Install a US made trigger/hammer group from TAPCO, a US made pistol grip, and a US made magazine and you should be 922r compliant. The complete magazine counts as 3 parts. Since you plan to replace the buttstock, get a US made one as well. If you add a muzzle brake, it too should be a USA part. 0 -
Your going to need a gunsmith to fit the PG. 0 -
Have done the gun smithing myself. drilled out the trigger guard rivet added lower tang (drill, bolt on.) installed Stock drilled holes and installed screws. 2 parts with pistol grip. Mag =3 parts total 5. How many more ? Some people have different opinions on how many parts are needed to be compliant . 0 -
If you installed a US made stock and pistol grip and a US mag, you have 5 US parts and should be compliant for 922r. 0
