are these Staking Tools?

need help identifying these dies or punches? each is sized each marked FRANCE one tool with "ball" on tip and corresponding tool with a "cup"

I would think a staking tool would need more of a point, it needs to move metal.

"France", IMHO is country of origin, per U.S. law regarding imported manufactured products.

"13" might be the size in millimeters? This would be just over 1/2" in the measurement we use.

I believe that they are grommet punches.

hey guys, thanks, but I have been searching for an answer too, and now think they are a Dapping Set?

Dapping tools allow sheet metal to be formed into domes and other uniform shapes with ease. Dapping punches are used in conjunction with dapping blocks/dies to shape flat discs into hemispheres. The precise manufacture of these metalworking tools allows a jeweler to produce two halves which when soldered together make a perfect sphere. A great beading supply for making bead jewelry.
