I haven't checked the Herters but the other Russian ammo I've checked had "bimetal" jackets. More likely to tumble than to banana peel or fragment as we would expect domestic HP bullets to perform.

I tend to think it a marketing ploy, more than anything . Last year I was researching different 7.62 X 39 commercial loads. There was at least one test done on the Russian HP ammo. They couldn't get uniform results from shot to shot, as I remember.

Those bimetal jackets are just to hard IMHO. If anything the bullets are more likely to fragment rather then expand uniformly.

The soft point ammo was a another matter entirely though, it did expand.

Seem to remember something about the HP rifle bullets not being intended to expand like handgun ammo- the HP was to improve the accuracy of the ammo- by removing weight at the very tip that could (if slightly off center) make the bullet yaw.
