Sometimes while an auction is in progress, the winning bidder posts again later, and the winning amount shown stays the same:

What does this indicate? Is he changing the maximum amount of original bid plus or minus?

  I think so...I did that when I decided to up my max on an auction I was bidding on.

  Yes, he's raising his maximum. He can't lower it.
