Would this be an easy fix / easy fix for a gunsmith?

Does not rotate the cyl when it is cocked.

  Very simple fix. Probably just needs a new hand spring, which just slides into a notch on the hand. See part #39 below.
  
  By the way: that isn't a Scout. It's a New Frontier with a case-hardened frame. It's an adjustable-sight version of the Peacemaker. Scouts have aluminum or alloy frames.

  The .22s are not like the .45s internally.

  Looks like the hand spring #39 might be easier to change out than on a real SAA.
  
  The advertised gun looks pretty rough, the receiver is rusted through the case colors and the hammer flats are oxidizing, too.
  And the grip frame is crooked on the receiver on the right side, picture 4.
