Take the magazine plug completely out to see if you can get 2 shells in the magazine. If you can cut, back the plug 5".

If I take the plug out it will hold 5 shells in the mag.
I can cut it back like you suggested but wa swondieng why it came with such a long dowl. One i saw in a You tube clip also had a long dowl and it took the shells.

Do you have any idea on how long the dowl should be for this gun? I can cut it myself but do not want to screw it up........

Take the mag plug out of your other Mossberg and try it in the Maverick. If it works OK, cut the plug that came with the Maverick to the same length.

Take the plug lay it on the table. Lay two shells next to it, mark it and cut it see hot it works.

Do you have a ammo restriction limit in your state? Or do you plan on waterfowl hunting/dove hunting?

    You don't need it otherwise.

Your plug needs to be about 8-9 inches long(2.75"x3), to block the magazine capacity to 2 rounds, with either 3", or 2 3/4" shells, and with one in the chamber, that would make 3...the legal capacity for migratory bird hunting.

Right now, un-pluged, your magazine will hold 5-2 3/4 inch rounds, or 4-3inch rounds.

Youth model could be issued as a single shot.

Mossberg tech center told me they come with a long dowl since it's a youth gun, and it can be set up as a single shot to get a youth used to shooting. Then cut the dowl to 9in.
