The BATFE - the only ones truly concerned about barrel length - measure from the bolt face of a closed action to the end of the barrel.

That is a question that really has no answer.

I think every gun make used what ever method that suited them.

I have not made a career out of measuring barrels, however the few that I measured have never came out spot on. So your Savage 99 could be 23.? to 24.? inches or any other close measurement. It could even be spot on at 24 inches.

Hope someone that knows 99's will give a better answer for your exact question.

If you have the barrel in "hand" so to speak you can just measure from the crown end to the tubular end of the breech. That's going to be the "gold standard" of barrel measurement, I think.

With lots of handguns you can physically remove the barrel and measure this way, if you like. With revolvers you can do it just by opening the action.

In practice, most rifle barrels are mounted into guns and this direct measurement may not be possible.

So instead, the way rifle barrels are usually measured is: close action, stick rod into muzzle, mark at crown, then withdraw rod and measure from mark to end.

That's a good enough for any "practical" measurement, and its my understanding that this is how the BATFE does it too.

As a matter of practice, to avoid any possible legal hassle due to shenanigans with measurement, may people like to include an extra half inch if you're going for the legal minimum (ie 16.5" for rifles, 18.5" for shotguns).

Edit: If you want to know specifically how Savage measures their barrels, you can always ask them directly.

I'd be pretty surprised if you called their customer service number and (with some waiting and maybe a transfer) did NOT reach a human being able to give you a definitive answer.

The "sales" length is a nominal #
The "official" (BATFE) length is measured one of 2 ways, depending on the style of the firearm itself.
IF the chamber is part of the barrel (most long guns and self loading handguns) it's from the closed breach/bolt face to the muzzle
IF the chamber is NOT part of the barrel (IE: like a revolver), than its the length of the barrel itself, INCLUDING that part which is buried in the frame, NOT including the separate cylinder/chamber section
